Best Cheap Phone Plans scored each plan using a fixed weighting of 25 percent for all-in price, 25 percent for data value, 20 percent for credit-check requirements, 15 percent for contract terms, and 15 percent for hotspot access. The evaluation considered monthly price with and without required prepayment, data allowance before speeds slow, credit screening policy, prepayment structures that function like soft contracts, hotspot allowances, network access, and switching requirements.

Other carriers ranked highly for narrower strengths. The Market Behind the Ranking

The ranking arrives as US wireless costs remain a significant household expense. J.D. Much of that spending covers data consumers never use. Americans use an average of about 15GB of mobile data per month, well below the 40GB-plus thresholds typical of premium unlimited plans.

Consumers are responding by switching. Of Consumer Reports members who changed wireless providers in the past year, 60 percent reduced their monthly bill and nearly a third saved more than $40 a month. A separate industry survey found 90 percent of US consumers are open to switching carriers for better value.

That demand is reshaping the category. The US MVNO market was valued at $43.82 billion in 2025 and is projected to grow from $46.76 billion in 2026 to $64.69 billion by 2031, a 6.71 percent compound annual growth rate.
