U.S. Minority Chamber of Commerce Establishes International Relations Committee Led by Global Investment Leaders Mr. Edgardo Saldaña and Mr. Eli Benavente

Oct 26, 2026

WASHINGTON, D.C. — October 23, 2026 — The United States Minority Chamber of Commerce announces the establishment of its new International Relations Committee, supported by a group of investors led by Puerto Rican financial leaders Mr. Edgardo Saldaña and Mr. Eli Benavente, who are associated with a global investment fund.

The initiative represents a new chapter in the Chamber’s efforts to mobilize private-sector investment for sustainable development projects and economic growth across the Americas. The proposed investment framework, known as the Alliance for the Progress of the Americas, aims to connect viable development opportunities with potential capital from U.S. banks, private investment funds, philanthropic organizations, and development institutions.

As part of the committee’s leadership, Mr. Edgardo Saldaña has been appointed Chairman, and Mr.  Eli Benavente has been appointed Secretary General.

“After 27 years of institutional work, we are advancing a long-standing objective: helping connect sustainable, financially viable projects with investment resources capable of generating measurable economic benefits. Having two experienced leaders from the financial and corporate worlds guiding this effort is an important milestone for our Chamber,” said Doug Mayorga, President and CEO of the U.S. Minority Chamber of Commerce.

The Alliance for the Progress of the Americas

The proposed Alliance for the Progress of the Americas is envisioned as a private-sector initiative focused on supporting sustainable economic development in partner nations throughout the region. Its objective is to identify promising projects and connect them with potential U.S.-based financing, subject to appropriate due diligence, financial analysis, legal review, and independent auditing.

The initiative seeks to promote transparent investment practices, responsible project development, and partnerships that can strengthen infrastructure, expand economic opportunities, and support long-term growth.

The Chamber also intends to encourage constructive dialogue with relevant U.S. government authorities regarding project approvals, regulatory compliance, and appropriate safeguards for investors and development partners. The initiative emphasizes the importance of reliable legal frameworks, physical security, and protection against organized crime and other risks that may undermine legitimate investment.

Leadership and Regional Competitiveness

Mr. Edgardo Saldaña brings a corporate and international business perspective to his new role. His professional background includes global brand leadership associated with Asher Capital Investment.

Commenting on the strategic importance of the initiative, Chairman Mr. Saldaña emphasized the need for the United States to strengthen its economic engagement with Latin America and the Caribbean.

“One of the challenges facing the United States is the growing competition for markets, strategic infrastructure, energy, mining, and other essential sectors across the region. While the United States must strengthen its engagement with neighboring economies, China has expanded its commercial presence through agreements and investments in several Latin American countries, including Peru. We believe there is a significant opportunity for responsible U.S. investment to offer competitive alternatives, build lasting partnerships, and contribute to regional prosperity,” Mr. Saldaña stated.

The committee will seek to encourage investment strategies that prioritize transparency, fair competition, sound governance, and mutually beneficial economic relationships between the United States and its partner nations.

A New Platform for International Cooperation

Through the International Relations Committee, the Chamber intends to strengthen connections among investors, businesses, philanthropic organizations, development institutions, and public-sector stakeholders. The goal is to help identify promising projects, facilitate responsible partnerships, and expand opportunities for sustainable growth throughout the Americas.

All potential projects and investments will require appropriate evaluation, verification of counterparties, and compliance with applicable laws and regulations. The announcement of the initiative does not, by itself, constitute a commitment of financing or a guarantee of investment returns.
